How long have they seemed swollen? Any other symptoms? Is your turtle eating and still active?
What are the temps of the basking area and the water? (For a healthy smaller turt, a water temp of 78F and basking area of 88-90F is OK; temps that are too cool encourage respiratory infections.)
Is your turtle rubbing at the eyes at all?
What is your turtle being fed?
Saying that your turtle's eyes seem bigger and closed more often doesn't really give much to go on. Try to notice if there are other symptoms as described above. Check the temps to see that they're correct.
If your turtle does have any of the above symptoms, increase the water temp to 80-81F and the basking area a degree or two higher than recommended above. If your turtle is not eating and lethargic, you should definitely take him to a herp vet. (If you don't know of one, there's a sticky with links on locating one in the Urgent Care Forum.
