My turtle was fluttering its front claws in front of the other. They are just babies so i think it was showing dominance i just dont want it to take over the whole tank becuz actually the other one was there first.

Watch your turtles very, very close. Fluttering can easily turn into biting! And if that starts to happen, i would seriously consider seperating them before they hurt each other.

How big is your tank and your turtles?

they are barely 1 inch and they are in a 10 gallon tank
