Have you checked the surface temperature under the basking lights when they're on? Could they be too hot?

Well if he's on it in the morning, it might not have had a chance to heat up all the way. Check the temp of the surface in the middle of the afternoon after the lights are up and running for about six hours or something.

you will need to leave the thermometer on the basking platform under the light for 10 to 30 minutes to get an accurate reading.

If it's the kind with a probe, yes those are usually more accurate.

How warm is the room he's in? If it's really warm, some of my painteds will haul out of the water to sleep on the basking area at night.
