A temp of 94F also might be too hot for him (turtles won't bask if the temp is too low or too high). Try to get it down several degrees (88-90F is a good range most turtles like) and see if that doesn't change anything.

What's the temp of the water? It should be about 10 degrees cooler than the basking area temp. If the water temp and basking area temp are too close, the turtle has no reason to get out of the water to bask for the warmth.

I'd cover the sides so he'd have more privacy. Did he use the previous basking area?

water temp is 78-80 degrees says on my thermometer. since i first got him i've never seen him bask and he does not get jumpy when i get in the room. the dock is tilted a little bit because i guess it is a bit heavy and the suction cups aren't strong enough to hold it parallel to the water. i still dont know waht could be wrong

Did you try lowering the basking area temp a few degrees?

I thought myrtle never basks but i just so happen to pop my head around the wall a few times and he was there but as soon as a light goes on or any kind of movement he will jump back in the water so he could be basking when ur not home
