I personally think it's not reliable to tell the teacher what to do especially they don't seems like someone who care about the animal, instead, maybe you should try to find a friend(who's few years below you) or another teacher who loves taking care of animal(or have experience taking care of one) tell them about this awful environment and see if they'll be able to help out after you leave....trust me, I really think it's a waste of time to ask someone who doesn't care about animal to take care of one....
