If you've got a UVB light now, that's good. What kind did you get (brand and UVB strength)? If it's flourescent, they still need another light for heat---the UVB light by itself doesn't produce enough heat for them to want to bask. Turtles bask for the warmth, so it makes sense they would bask under a regular heat bulb even it they weren't getting and UVB rays. They still need both, though. How far away from them is the UVB light? What's the temp of the basking area (check it with a thermometer)?
Are you worried about your turtles' health because they seem to be sick or acting like something's wrong? If not, and they're healthy and eating well, then just provide a good diet and habitat for them. Make sure their tank is big enough for the both of them, the water is clean and they're basking under proper lighting (will help prevent shell rot). Give them a good diet with ample calcium (will help prevent soft shell, which is also known as metabolic bone disease (MBD).
