Well, we now have a proper setup for basking and UVB light for our turtles. We have the 26w 5.0 uvb lamps and regular bulbs for basking. I now have submersible heaters for the water. The water is 68 to 70 now, without heat. Should I gradually increase the heat so it won't be too drastic of a change? Keep in mind these turtles were in an unheated vacant mobile home for weeks before we adopted. The current temp is warmer than what they were used to.

Go ahead and put the water to around 75-76 degrees. The longer they are in cool water the higher the chance is that they will become ill.
The important thing is to keep the temperature constant, so once you heat the water, keep it that way.
