i just changed the water in my tank and there are little bubles all over the plants and glass. what causes this and is it a problem

That is normal, when you do large water changes...are you using any kind of tap water conditioner. The bubbles are air trapped in suspension. It takes a while for the new water to equalize.

It's most likely chlorine gas trapped to the surfaces. If you take a glass and fill it with your tap water and let it sit, after about 12 hours it will be all bubbly. I've noticed that the only harm that it caused my turtle was that dum-dum decided to go around the tank and try to eat the larger bubbles, causing him to cough a little ... <sigh> Babies need to learn. A filter will reduce the bubbles quicker, or you can take like a sponge and wipe them, causing them to rise to the surface.

Most likely it is caused by surface tension of the water. The more dissolved solids you have the more bubbles you will have when you first fill up your tank. They should go away in a short period of time.
