Well I've been looking at Tobiko and he seems to have his eyes closed a lot. Only underwater, though, he rarely closes his eyes while basking.

On the first day I got him he was kept in tap water ( Didn't have dechlorinator)

But now I added dechlorinator to his tank. He sees very well, and it's like he takes a break every once in a while to rest his eyes and then continues on swimming.

Is this normal?

He is acting VERY normal, almost too normal. He basks regularly, likes to swim, eat veggies and pellets.

Im taking him and the tortoises to this reptile expert to check for parasites and stuff on the 28th.

How big is your turtle? 1 inch.
How long have you had it? 2 days.

What is the water temperature? 79oF
Did you use a thermometer? Yes
Are you using a water heater? Yes
How much water is in there? 3-5 gallons
Are you using a water conditioner? Yes
Are you using any filtration? Yes

What is the basking temperature? 89oF
Is there a basking light? Yes
Is there a basking platform that is easy to climb on? Yes
What kind is it or what is it made out of? the Zoomed dock, small size
Is there a UVB light? Yes

What have you been trying to feed it? Reptomin, duckweed, Water Lettuce, Hibiscus petals
When was the last time your turtle ate? He's eating hibiscus petals right now.

How big is the tank/pond/enclosure? 10 gallons
Is the tank near a window? It's near a window, but direct sun and wind doesn't get in.
Is the tank in a room with a lot of activity? Usually only I go see him ( In my room )

Have you read the Basic Care section? Yes
Have you searched the forums for similar situations? Yes

Is there any other unusual activity/symptoms? Nope.

Can you get a little cod liver oil and dab it on his eyelids with a q tip? Or get the turtle eye drops we use in the US that are made by Zoo Med. It could be his eyes are a little irritated from the chlorine or something else. If he's still keeping them closed when you see the vet, you can have the vet check for an eye infection.

Are his eyes closed while he's swimming or just when he resting under water? Sometimes my Leo will just close her eyes in the water and sort of tread water... she's not sleeping, just resting apparently.
I agree with spotsmama that it'd be good to try some cod liver oil. I think the drops from zoomed may be better because they are meant for all sorts of irritation not just that caused by vit a deficiency.
