No, they aren't like fish that adjust to the size of the container they're in. A turtle will grow no matter what. If diet and other aspects of the habitat (lighting, for example) are inadquate, the growth is likely to be stunted and you'll have a smaller turtle. If you feed a turtle well and keep him in a tank that's too small, he'll grow larger (and perhaps get pudgy), but will probably be a pretty miserable turtle.
