As far as filling up your tank, is it acceptable to use filtered water from devices such as "PUR" or "Brita" or something like that? If not, is there something easier to do other than buying multiple plastic gallons of water at the grocery store? Thanks for any info.

Is your tap water undrinkable otherwise? If it isn't, then regular tap water with a declorinator added is fine. If it's undrinkable, you can use filtered water, but your turtle will lose a lot of naturally occurring minerals from the water. But if it's undrinkable, then you wouldn't just be using one of those devices!
