That said, turtles do shed their skin periodically as they grow. It doesn't come off like the skin of a snake would, the shedding skin is wispy and is really more noticeable in the water than out of it. If it's really heavy shedding and seems to be continuous, there could be another cause (overfeeding, too warm temps, high ammonia level, for example). But from what you wrote, it sounds like he's just shedding skin.
