I think the pH level required by turtles depends to some extent on the species of turtle. RES are tolerant of a fairly wide pH range, but to me a level of 8 consistently is a bit high. Whenever I've tested the water here, it's been around 7, which is neutral. A slightly acidic water level (a little below 7) has been held by some to be preferable for water quality and shell health.
Reptisafe is supposed to contain electrolytes and other beneficial substances as well as those which eliminate chlorine and chloramine. It doesn't deal with pH and I don't think it would really affect it.
