Recently my turtle seems to have difficulty opening his eyes..
The bottom half of the eyelid is slightly puffed up, but he occasionally opens his eyes which is weird...

One thing I've noticed is when I change the water, he doesnt scratch his eyes but he opens his eyes...

What type of UBV light are you using?

Do you have a water filter?

How often do you change the water?

1. are you using a compact flurecent UVB bulb?

I would tend to ask you all the questions everyone above has asked - -
Things that can lead to eye irritation can be bad water quality - not having a good basking area - These things can lead to RI - -puffy eyes can also be caused by poor diet - -

My turtle had an eye problem for a LONG time - - I ruled out water condition - i also ruled out basking problems so it came down to diet for me - -

An anemic (underweight) turtle - or a turtle with a Vit. A / Calcium deficiency can also get puffy Eyes. - - ZooMed sells Turtle eye drops with a topical form of Vitamin A as well as other things your turtle may need. If you get these drops and dont see an improvement in a week take your turtle to the Vet to rule out RI or any other disease. Also take a look at the section on the board that lists Veggies your turtle can eat (along with pellets) go for veggies high in vitamins - - it may also be good to invest in a cuttle bone that you turtle can munch on for calcium

hmmm...
one of my turtles has an irritated eye too, I'm going to give him those drops and i'll try them for a week or so,
eventually i think i have to take a trip to the vet!
