How are you measuring these temperatures? Are these lights in two different places? because it may be better to have them both focused in the same place so the turtle gets the benifit of the UVB when she basks in the heat of the heat lamp. Also, someone else may correct me on this because I am not certain, but I really think those "red" lights are designed with viewing and heating of nocturnal species in mind. I am not sure they would entice the turtle to bask quite as well as a "full spectrum" bulb, and may not provide UVA.
