my res is spending alot of time under the basking light, then when i shut it off he crawls up on dock cause its close to uvb light and sits there for awhile his water is about 78.8 why is he doing this

The basking area will stay warm for a while after the lights go out. It's normal for turts to stay or go back up there after the lights go out.

As long as he isn't breathing with his mouth open or being lethargic, then your fine. He just likes to bask.
