is a ten gallon full of sand good enought for my turtle to lay eggs

Sometimes it's enough, other times the turtle wants real honest to goodness grass and soil. I'd mix the sand with some regular soil to give it some body for her to dig around in. If you have a backyard, local park, neighbor's yard, that might be easiest to try first.
