they look like scratches to me. could he/she (u said she then he so i'm not sure) be bumping up against something harsh in the tank?

She shouldn't be... I have rocks in the bottom, but I don't know how they could get the top of her shell, unless she was flipping over.

It looks like the scutes are peeling unevenly in some places and it looks like some of the white is residue from something. The shell also looks scratched in some areas. Has the turtle been rubbing against anything abrasive?

I don't have anything abrasive in my tank, some river rocks and a big rock for a basking platform for her.

I plan on switching over to sand soon, but my budget is a little strapped. :/

hmmm, i doubt it's the river rocks, maybe the big rock...but i'm not sure, it wouldn't seem like it, if it's smooth.
