I agree with untsmurf. Seems like anything labelled as 'for turtles' - heaters, filters, tanks - was packaged/designed by a marketing person trying to make money. You will find that there are always better (& cheaper) alternatives for turtles and that there are several poeple on this forum with many years of experience that are more than willing to provide their recommendations.
Btw, as far as filters go, you may also read about the '5x' rule of thumb, which basically suggests that the ideal filter has a water flow that is 5x the rated size of the tank. So, for example, if you have a 20 gallon tank, you want a filter that has a flow rate of 5x20=100 g.p.h. (gallons per hour). Having a filter that is smaller than the 'ideal' is not necessarily that bad, it just usually means that you are cleaning/replacing the filter media and cleaning the tank more often, and that your turtle is living in possibly dirtier water.
