My turtle was just sleeping while she was under her basking light? Is this normal?

If you want a quick answer heres mine,
It may be she is not completey asleep, She could be resting her eyes from the light, Mine do that.
If she is asleep it would probably be that she feels safe where she is and has no need to keep an eye out, There a so many reasons so i would see what Steve or any mod or senior would know about it.

When my turtle is basking,sometimes he closes his eyes with his head out of his shell. When the basking light is off, he sometimes goes on the basking dock and sleeps with his head in his shell.

If your turtle is a hatchling, do make sure that it is not too warm. They are more likely to be knocked out from heat, so I'd make sure to monitor the basking temps.
