and it floats? and I assume flat enough for her to get onto it?

yes its slat and a curvey, it floats and has stickey things so that it stays to the wall and doesnt just move everywhere.

I don't want to butt in on the conversation here, $crewHead did an excellent job of talking you through this.

But for some additional advice:
1) If you can't afford a bigger GLASS tank, go buy one of those giant rubbermaid containers. They are like $15 for a 40-55 gallon one, seriously. The only catch, you should inspect them daily for cracks or leaks. But that will definitely help you out.

2) If you are using rocks as a basking area, I'd advise you stop as the rocks can fall over and kill the turtle. There are lots of random things around the house you can use, or get one of those cheap turtle docks. And there are a lot of easy above-tank-basking-areas that people have made on the board, using the smaller rubbermaid containers, laundry baskets, egg crate, plexiglass, etc.

What is the water temp in relation to the basking area?

A basking area temp in the range of 88-90F is good. The water temp should be at least 10 degees cooler than the basking area. Is there a UVB light as well?

There is a UVB light and the water temp is about 10 degree difference currently. I also have the lighting set up properly I do believe.

She gets he water changed once a week if not more since its a small tank for her.
