Yesterday was sat in my bed doing some work when i look at up at my tank and my terrapins are doing some weird sort of dance...
My two year old terrapin and one year old terrapin were in the water with their front and back legs stretched out. They were vibrating their front legs at each other! Is this aggressive behavior? Or something else? I've tried looking it up but can't seem to find anything.
Anyone have any ideas?

I believe it's called "fluttering". Whether or not it's aggressive, you have to
watch them more. It could be aggression or mating ritual. You should be able to
find more information when you do a search on "fluttering".

So i noticed my smaller turtle was moving its rear side to side the other day when the other turtle moved onto the basking area with him. Would this be considered flutting too?

The turtle moving his rear from side to side was probably scratching his plastron against the rough surface of the basking platform. Turtles like to scratch their shells (carapace and plastron) against something when they are trying to shed scutes.
