Usually green water is caused by algae. Is the tank near a window? Or is there a lot of light shining on the tank?
The only other thing I can think of is if the new filter has added more air to the water, encouraging algae growth.
What size is the tank, and what filter are you using? How long ago did you do the water change? Have you checked for nitrates?
