He might have gotten some water in his nose, and was blowing a few bubbles to clear it out. You can put pellets in the water no problem. If you really dont want to do that, you can hand feed them, which is pretty fun anyways.

But if you think that the water is gross, then fix the problem with the water(filter), and then you wont have to worry about having gross pellets. They also drink the water they swim in...

if i remember correctly, turtles don't produce any saliva, which is why they vastly prefer eating in water rather than on land...

From what you've written, your RES still needs a UVB light. And a bigger tank, which would make it easier to keep temps stable.
