I certainly would limit it. If he has an appropriate set up, he shouldn't really need to walk around the house. If it were me, I'd limit it to an hour or when the turtle starts too looked stressed by hiding etc. Most importantly, make sure there aren't any drafts he's exposed to while out like A/C vents, large drafty windows, etc. Drafts can increase the chances that your turtle will fall ill and are a big risk.
What is beneficial for RES, is spending time outdoors when it's warm (over 75f) so they can get natural sunlight. My turtles love going out in the summer to bask in the yard. Just make sure they have some water and close supervision- RES can move quickly and easily get lost.
