Does he hiss when you pick him up? If so that's completely normal- it's just the noise they make when they quickly pull their head in.
Keep in mind that not every turtle has the same disposition. My female RES wants nothing to do with me unless I feed her, she's just not very people-oriented. So, I don't push it. After all, reptiles really aren't pets who appreciate being handled excessively. Especially if your turtle is tiny, a lot of handling can expose them to drafts and extra stress which can lead to illness.
I'd let Tuck get used to his surroundings first. Then, as he learns to associate you with food he'll be much happier to see you. He may never be really outgoing though, that's the reality of owning a turtle.
