Does he hiss when you pick him up? If so that's completely normal- it's just the noise they make when they quickly pull their head in.
Keep in mind that not every turtle has the same disposition. My female RES wants nothing to do with me unless I feed her, she's just not very people-oriented. So, I don't push it. After all, reptiles really aren't pets who appreciate being handled excessively. Especially if your turtle is tiny, a lot of handling can expose them to drafts and extra stress which can lead to illness.
I'd let Tuck get used to his surroundings first. Then, as he learns to associate you with food he'll be much happier to see you. He may never be really outgoing though, that's the reality of owning a turtle.

Cstark - Don't worry too much about basking at this point. You want to eventually make sure that the turtle can get on their basking area, but often it takes 2-3 weeks for them to feel comfortable enough to bask in the tank, and sometimes you'll never seem them basking! (I rarely, and I mean like maybe once per month, see my turtle basking ...) As long as he's eating something, that's progress. Just keep trying to give pellets and eventually, I'm sure he'll eat them. You can also try out some other leafy greens or carrots at this point for some variety.

didn't he seem like weak/lethargic/sick, when you got him at the pet store? Whenever i buy a pet from a pet store, i try and get the most active/healthy one. I'm pretty sure they let you pick which one you want right?
