Every light bulb puts out UVA, which is why we don't mention it. Your heat bulb (a regular incandescent bulb) puts out UVA. As for UVB, I don't believe halogen bulbs put out enough UVB to be effective. Besides the sun, you can use MVB (mercury vapor bulb in a tank greater than 55 gallons) or a 5% UVB rated bulb. If you find a halogen bulb that safely puts out 5% UVB and states that it does on the package, I guess you could use it.
