Is he just barely opening his mouth? A lot of turtles do that. I think they're tasting the water around them.

Yea, sounds normal to me. My turtles do that all the time.

They all do that from time to time. I think it's how they drink.

As long as they aren't opening their mouths really wide constantly, there is nothing to be concerned about. (Excessive yawning/opening mouths really wide all the time can sometimes indicate a respiratory infection.)
