Try giving him foods containing vitamin e. That should help with the shedding. Examples are steamed sweet potato, blueberries, tomato, turnip greens and apple peel. A serving or two a week is the most you'll need to get the benefit.
Besides that, lots of basking under good quality UVB (make sure you have the right kind of UVB bulb and that it's fresh as they lose strength over time) and lots of calcium in the diet (give him constant access to the cuttlebone) should do it. Oh, and the other ingredient is time. Waiting for a turtle to shed scutes is kind of like waiting for water to boil. It takes patience.
