In addition to the ones Joey mentioned, there are also Southern Painted turtles, which stay pretty small.
The care sheets at ATP have the general sizes for a lot of species (and their care).

I am pretty sure that Eastern painted turtles get about the same size as RES. In any case, my understanding is that a lot of map turtles are fairly small. I'd look up different map species on google, and if you find any that are sold in your area and legal to keep, then when you hit the pet store ask about five million and one questions. Even if someone gets snotty with you, for asking a lot of questions, ask anyways, because it's their job to know about how to care for the animals they sell.

Phryne - Japanese bobtail, 9 months old
Hurricane - RES, 8 yo, 6 1/2 in. long
Typhoon - RES/Map hybrid, 8 yo, 7 in. long
Sadie - RES, 20 yo, 10 in. long
Sophie - Colombian red tail boa, 5 yo, 5 ft. long

If you have one, feel free to use it. Air pumps agitate the surface, which is good, and they can also provide your turtle with entertainment.

Not really needed since turtles breathe air. They may find the bubbles amusing, but that's about it. I personally hate the noise.

If you want small turtles, i would def go with stinkpot turtles. They don't get bigger than 4" and they are soo cute.I have 2 of them and their faces just look funny as hell..lol....Also they are not that expensive either. The shipping is the expensive part!
Buying turtles online is a risk with ANY online dealer, but if you have to, try to get them now cause the temp isn't either hot or cold and they wont experience such a drastic shock.
I haven't bought any personally, but these guys are great, and the prices are fair.

Good luck!

My EP males are about two years younger than my male RES (they're 5 years old), and there's no comparison as to size---the EPs are much smaller than my male RES was at that age. The females are larger.

Of the 4 subspecies, EPs are supposed to be the second smallest.

Lol, my turts use the air stone as a jacuzzi. They lay on it and let the bubbles just hit their face and tummy. Or they chase the bubbles. It's pretty cute to watch ^___^

The noise used to make my mother crazy. When we had gravel (got rid of it, a long time ago) she actually buried it under the gravel to stop the noise. An hour later they dug it up, like, excuse me, no, we want it like this.
