So both of my turtles have been facing each other extremely close and then they flutter their hands at each other. I thought they were both female, is this like something I should look out for?

Yes, it's a sign of aggression. Keep watching them to make sure they don't hurt
each other. If they start attacking, you may want to separate them for good.

It's just a nature of RES, especially, to be aggressive. More so when they're in
captivity, like an aquarium. We try to minimize that with the "10 gallons per inch
of shell" rule.

Yep thats normal and i sign of them showing each other dominance so like Kemul said you wanna watch to make sure it stays at fluttering and not actual attacking.
