Shedding takes a long time, especially if the scutes have been retained for a while. I'm still waiting for my female to shed fully 2 years after I got her.
As long as her shell doesn't have any soft spots and is otherwise OK, just keep doing what you're doing.
The CFL UVB lights I've seen are usually 26W. There are also 13W CFLs. I haven't seen 20W, but that doesn't mean they don't exist. As long as you're sure it was UVB, and it was under a year old, I'm sure it did it's part to help.
