What kind of soil is it? If it's potting soil then it could be dangerous since it contains fertilizers.

Someone told me that i find soil on my turtle mouth because they use their mouths to test the temperature and moisture of the soil before deciding where to lay their eggs. But anyway, i stucked my thermometer under the soil and its 79F which is too cold. Any good ideas on how to raise the temperature?

Is it wet soil? You can try putting a heat lamp above the soil 10-30 minutes before you her in. The soil should be warm by then. Also try mixing around the soil so it'll distribute the heat around.

The rest of the turtles have been adopted to good homes. :)
