Nice! Only thing - with it by the window, you might get algae. Your turtle won't get any beneficial light from it either. You'll also have to watch that you don't get big temperature swings, especially if you get strong sunlight in that window. On the flip side, you don't want the water to get too cool if the window is a bit drafty.
I've got a feeling that filter will be underpowered. It's rated 160 gph, which is about 3x your water volume, but it sounds like it's really only rated (fish wise) for 20-40 gallons). For a hatchling though, it should be OK. But you might need to add a second filter sometime in the future.
What did you want to know about the heater? Looks like it's in a good spot (next to the filter), and as long as it seems to be keeping the water at about 78*F, then it'll be good.
