I have a red ear slider. and i was wondering if it is normal for them to sometimes make a few bubbles through their nose/mouth. Cause sometimes when Ranger slides off of his basking rock and into the water a few bubbles come out of his nose or mouth. Same thing when he sticks his head out of the water to breathe and stick it back into the water.
He never makes bubbles while he is in the water and has not poked/got off of his basking rock.
So is this normal?

It sounds more like air getting trapped with the movement, which is normal. As long as there aren't any other signs of RI, you should be fine.

No, he dose not show any other RI signs just the whistling sound he makes when he pokes his head out to breathe which i can never find out if its a RI sign

It's possible it could be, but in the absence of other symptoms, probably not in this case.

Yeah he shows not other signs of RI so i think he's okay
