After taking my turtle outside for a few weeks, and changing his diet, there is still no improvement on my turtles shell. Should keep on doing this and will he get better soon?

How long has he had this problem? If it's been for months, two weeks is not going to be the magic bullet that cures him. It takes time.

How often is he going outiside? For how long at a time? How has his diet been changed?

Was the algae cleaned off his shell?

If you think that the changes you've made haven't helped him after trying them for a reasonable amount of time, perhaps a herp vet should look at the shell.
