Bowser sometimes twitches while basking on her dock. Not just when she's taking a nap up there, but also at random times.
Her little head and arms will shake really fast off and on.
There's nothing in or near the tank that would startle her.

Is that normal?

It's absolutely normal, Charlotte does this as well too.

They do it when they're becoming a little warm on the basking area. They're thermoregulating. If it gets too warm, they either move further away from the heat or go in the water.
