A little over a year I posted on this issue and it has never resolved. To me it looks like she has air under the shell. They feel smooth and hard, no puss or fuzziness. What do you make of these pictures? I don't think she's shed in a over a year and a half. That's at least as long as those white areas have been there. How often will they shed? Have I missed a section on shedding? It's been one topic I've never really been clear on.

What kind is it or what is it made out of? I built it out of aluminum
Is there a UVB light? yes 5.0

What have you been trying to feed it? Mostly red and green leaf lettuce, reptomin pellets, and sometimes carrots
When was the last time your turtle ate? Today, she eats regularly

How big is the tank/pond/enclosure? 75g
Is the tank near a window? yes, with the shade drawn
Is the tank in a room with a lot of activity? Just me

From the pics, those scutes look fairly loose. How much does your turtle bask? Have you considered getting a MVB bulb for her? For me, to help with shedding scutes, having a turtle being able to bask under a good MVB light is the next best thing to being able to bask outdoors under unfiltered sunlight.

My turtle has a slightly similar issue... But the scutes are not as loose as that. Sadie is starting to get ready to shed, though. I'd imagine with some good shedding that the problem with your turtle will be fixed.

Those are a lot of retained scutes. My main concern would be if debris was collecting underneath the edges which could allow a bacterial infection the grow without intervention.
