Sometimes turtles refuse new pellets. All three of mine have done that in the past, especially since they have been accustomed to eating a specific food for an extended period of time.
Soaking the pellets in tuna water makes them soggy. My advice is to simply continuously offer it, and eventually, your turtle's food seeking instincts will kick in. If this is the only food, they'll eat it because they have no choice. It's even worked with my stubborn, older turtle, who is used to eating nothing but live food and shrimp or krill.
