i woke up to feed my turtle and notice some tiny tiny green fungus looking spot in between her scutes. i cant get a picture right now but what could this be?, so i can take action now. thanks.

Probably algae. Do you have any growing in your tank?

You can use a q-tip to gently remove the algae from the shell.

it ended up going away on its own the next day.. should i wipe or clean off her shell every now and then? if so how?

Algae doesn't come and go. Maybe it was something else?

well it isn't there? what should i do?

... if there's nothing there, then you don't need to do anything. Just keep an eye out for anything unusual.
