At the end of the day Ranger usually basks and when his lights shut of he stays up there. For hours he will just fall asleep on there. Is that safe? It doesn't get cold in my room nor is there drafts that get to his tank.

yeah its quite safe, the basking spot will stay warm for a good period ot time, even if the basking area is cold your turtle will sometimes stay up there just for the sake of being out of the water.

Okay I was thinking of buying an extra fixture and bulb to add one of those red bulbs but money is the problem there.

no need, its just wasting money. your turt will happily fall asleep wherever it feels like it.
