i have a 20 gallon tank, with two baby turtles,, about 1 inch each.. i have the tank filled almost all the way to the top,, should i take out some water? the one turtle seems to have trouble swimming back up tp the top!!

No its not too much water. They are great swimmers and can stay under for a good long time. With them being so small you might add some fake plants to allow them something to grab onto to rest and help them reach the top easier. Also start saving now because you are gonna need a much larger tank in the next year or so.

I second that. My two one inch turtles are now two 10 inch turtles lol

Just make sure you have some fake plants or underwater things for them to climb on in case they get tired.
