This is my girlfriends turtle and she gave it to me but I don't know what this is or how to cure it. If anyone could help I would appreciate it.

Looks like shell fungus... it's widely discussed on this forum, and there is a good rate of success with treatment. There appears to be various strains, so hopefully you have one of the easily treatable ones.
