General Care Discussion :: Is this okay??

I have a baby red eared slider and I am having some trouble just learning everything there is to know so that I am taking care of him okay. I read something about their shells pyramiding and I just wanted to make sure that isn't what is happening to him. If anyone can give me advice about what I should be doing for a RES of this size please let me know! He is currently in about 10 gallons of water with a filter and basking area and he has a UVB light as well. I feed him reptomin baby pellets and the amount varies on the day, usually no more than 6 a day. I change the water once a week (and it usually needs it by then) and I keep about 6 or 7 guppies in the tank as well for him to chase and eat. Am I doing everything right??

He looks OK, but I might cut the pellets back a little. Does he have a heater?

No I don't have a heater for the water, only his basking light. He also looks like he is almost shedding skin or something on his back legs, should I be getting a heater for his water?

Water temp is very important, it should be close to a consistent 78F.

Okay thank you so much! I will go get a heater tomorrow. What could the stuff on his back legs be? It kind of looks like his skin is shedding but I'm not sure.
