When I first got my RES Wesley, he had a beautifully patterned shell with really vibrant colors. That was about 5 years ago, and it was from a pet store so he was around 4". For the past couple years, his shell has been very dull-looking and sort of flaky around the edges and the scutes. He lived with my parents for the last 2 years while I was getting my post-college life situated, and when I saw him I'd wonder about his shell but as I never found any signs of softness or spots that looked like fungus to me, I figured it wasn't anything I had to be concerned about (and just wasn't around enough to really address it). Now that I'm settled and he has moved back in with me, I'd like to start doing everything I can to make him as happy and healthy as can be! After briefly browsing this site I've realized there is a lot I've been doing wrong...
So, I'm thinking the main issue is his diet. The only vegetable he ever showed interest in was carrots (I definitely was not persistent enough in getting him to try other things), so his diet has really only ever consisted of carrots and pellets, heavy on the pellets. While he was with my parents, I have a feeling they got lazy with the carrots so he has probably really only eaten pellets for the last several years

. His basking situation was also not ideal-- he had a log that he was starting to outgrow, and it wasn't tethered to anything so although he would use it often, it would float away from his light. I got him a nice new platform and he has been basking happily, but it's only been a few weeks.
Going forward, I will be cutting back on the pellets, upping the carrots and doing my best to introduce new veggies. I'll get him some cuttlebone too, he used to have it regularly but it has been a while. Is there anything else you guys think I should do? Treat him for fungus? Dry-dock? His water temp and cleanliness have been pretty consistently good even while he was with my parents. Please see pics below. I really appreciate the help!
