General Care Discussion :: Rescued turtle from corrupt pet shop, shell very gross

This poor female yellow bellied slider was sitting in a dirt family owned pet store in a 12 gallon tank with hardly any water. Her shell is very messed up and I don't know what I can do to make it better without a trip to the vet. It's mainly white with fungusy green colors, and she's shedding black. Help please!!

Retained scutes with fungus probably with a mix of calcium deposits from little water. Without a trip to the vet dry docking and betadine or a triple antibiotic cream. Constant brushing the shell with a soft tooth brush to clear it up.
