Submersible filters take away swimming room. I'd rather have more water and deal with a little noise.
With such small turts, you could fill the water up to within 2 or 3 inches of the top.

I would be careful about filling the water way up even for small turtles. I recently lost one, and the water was lower than 2-3 inches...

I can only assume it found a way to climb out. It was extremely small, though, so I am at a loss to explain how...
