i have a question. do florescent lights emit uvb?
just curious.

not in any signifigant amount. Do you have 2 clamp lamps? One for a heat light which can be a regular lightbulb, and one for a UVB bulb?

Regular flourescent lights emit no UVB rays. Regular UVB lights, however, are flourescent (they can be bought as tubes or compact flourescents). They are made specifically for the purpose of emitting UVB rays and will say that they do on the package (along with the strength). If a light doesn't specifically say that it emits UVB rays on the package, it isn't a UVB light.

Since UVB lights are flourescent, they don't emit any real heat, and your turtle needs another light for a heat source. This can be a regular lightbulb.
