I had the same problem, so I turmed off the filter while I was feeding the turtles. The waterfall drove the food under too fast for them to catch it, so I unplugged it while they were eating. It make sit easier to scoop up any leftovers too! :D

I would guess he might be adjusting to the filter. It creates a current he might not be used to yet. When I turned off the filter, my three knew it was feeding time. I'd see three little heads pop up and listen, then they'd all be swimming at the front of the tank waiting for the pellets to drop.

If you turn off the filter, does he act "normal"?

sorta. he goes back under water. i found out that he finds and interest in the lettuce now. and i catch him nibbling small peices of it floating in the bottom. i usualy take out his basking dock when he eats and put it back in when hes done eating. what ive been doing lateley is covering the whole surface of the water with small pieces of lettuce. and lett him pic off the pieces he want. then after he eats about a 3rd of a 3rd of it.(he has never even ate a whole peice, let alone a 3rd of a 3rd). but once i turnt the filter back on he either baskes or swims around in the fall of the filter. i think hes gotten used to it now.
