My two turtles face eachother with their claws in eachothers face. They flutter their front claws quickly at each other and follow move slowly about the tank. What does this behavior mean? Is it a mating ritual or a quest for dominace of the tank?

Yes and yes. It is a mating ritual and it is form of aggression.

It could be one or the other, or both.

How big are your turtles from front to back with out head, tail, or curve of shell? How big is your set up?

Welcome to the forum. What size tank are your turtles in and how big are they (shell lengths without the curves)?
